GOVERNMENT EXPERIENCE

  • As Cabinet Member and Director General of TESDA, caused the institutionalization of  critical Paradigm Shifts which center on pro-active job-skills matching; initiated the implementation of the youth career profiling program (YP4SC); led the nationwide institutionalization and implementation of the Ladderized Education Program;  directed the formulation of the National Tech-Voc Agenda as the New Way of PGMA; and mainstreamed technical-vocational education and training (TVET) priorities in national policy making.     
  • Granted the Rank of Colonel, AFPSN No. 0-132990 (E) PA (Reserve) upon successful completion of the Command and General Staff Course at Fort Andres Bonifacio, Makati City in December 2001
  • Twice Elected Congressman/Representative of the Second District of Iloilo, in May 1998 and May 2001

    • Coordinated and supervised the work of the 14 Committees of the Convention
    • Represented the Convention in speaking engagement, official functions and social affairs;
  • PRINCIPAL AUTHOR AND SPONSOR of the 1971 Constitution’s ARTICLE 13 Accountability of Public Officers, SANDIGANBAYAN (Anti-Graft Court), and Tanodbayan (OMBUDSMAN) which were also adopted by the 1986 Constitutional Commission.
  • Member of President Macapagal’s personal five-person “Think Tank” on crucial matters in the affairs of the Constitutional Convention.
  • Elected DELEGATE representing the First District of Rizal, then the country’s premier and largest district (13 Municipalities and Cities in Metro Manila).
  • MODERATOR, “Dialogue”, 13 one-hour Documentaries televised nationwide by Channel 5 on primetime that delved on major issues in the Constitutional Convention.
