Patricia Sto. Tomas Secretary Patricia Sto. Tomas is one of the gifted women in the Arroyo Administration and once again she is invited to head the office that has been a part of her life, the Department of Labor and Employment (DOLE).

Sec. Sto. Tomas spent her elementary education at the Kamuning Elementary School and her secondary education at the Quirino High School. She then took her Bachelor of Arts degree at the Far Eastern University, her Master of Science at the University of the Philippines (UP) at Los Baņos, and her Master in Public Administration at Harvard University.

She first joined government service as a clerk at the Philippine Senate in 1964-1966. From there she rose just as fast because of her professionalism, determination, perseverance and hard work. She then transferred from one agency to another until her appointment as Chief, Manpower Development and Utilization Division, Department of Labor and Employment until 1977. She then held other positions in the department as policymaker until her appointment as Administrator of the POEA/ DOLE from May 1982 to September 1987.

After her stint at the DOLE, she was appointed Assistant Secretary at the Department of Education a post she held very briefly because she was re-appointed at the DOLE. In March 1988, she was appointed Chairman of the Civil Service Commission until March 1995.

Sec. Sto. Tomas is a recipient of many awards for her untiring efforts to uplift the working conditions and wages of the Filipino workers in many countries around the world. She has made strong representations at the International Labor Organization Conferences in Geneva and other countries. She was also a Ten Outstanding Women in the Nation's Service Awardee for Public Administration, an Outstanding Graduate, Career Executive Service Development Program Phase 2, a Mason Fellow, Harvard University Fellow, International Visitors Program, US International Visitors Program, and US International Communication Agency. She was also a Professorial Lecturer at UP Los Baņos and a Consultant at the Communication Technology for Rural Education.

Born in Sta. Rosa, Oriental Mindoro on 24 April 1946, she is married to Angel G. Sto. Tomas with whom she has one child -- Anna Angela.
