  • Director-General of the Philippine Information Agency (PIA), appointed and a member of President Gloria Macapagal-Arroyo’s Cabinet March 1, 2006 to the present.
  • Cabinet Officer for Presidential Engagements (COPE), appointed as COPE and a member of President Gloria Macapagal-Arroyo’s Cabinet March 4, 2005 to February 28, 2006.
  • Cabinet Officer for Provincial Events (COPE), appointed as COPE and a member of President Gloria Macapagal-Arroyo’s Cabinet. July 30, 2004 to March 3, 2005.
    • COPE is tasked with integrated planning, execution, and media handling of Presidential engagements outside the Palace.
  • K4 Senatorial Campaign Director in 2004 Election (January to May 2004)
    • Seven out of twelve K4 bets won.
  • Presidential Assistant for Media and Religious Affairs with the rank of Cabinet Secretary and Member of the Cabinet of Philippine President Gloria Macapagal-Arroyo. 2002-2004

  • Deputy Campaign Manager, Media Director and Spokesperson, People Power Coalition (PPC) for the May 14, 2001 Senatorial Elections
    • An emotional and volatile campaign coming on the heels of People Power II. New ground in campaign media management was broken as innovative strategies and tactics were planned and executed in this first election after the lifting of the political ad ban. The PPC won 8 of 13 senatorial seats and the majority of congressional and local positions.
  • Political Events Organizer and Civil Society Liaison for His Eminence Jaime Cardinal L. Sin, President Gloria Macapagal-Arroyo, and Fmr. President Corazon C. Aquino
    • Among the many major political events organized: August 20, 1999 Makati Pro Democracy Rally, November 4, 2000 EDSA Shrine Rally, The December 7, 2000 Jericho March at Start of Senate ERAP Impeachment Hearings, and The inaugural of President Gloria Macapagal-Arroyo at the EDSA Shrine January 20, 2001.
  • Consultant, KOMPIL II (Kongreso ng Mamamayang Pilipino)
    • Helped conceptualize the re-organization of this alliance of civil society groups that played a significant role in People Power II.
  • Speechwriter, Spokesperson, Adviser & Special Projects for Fmr. President Corazon C. Aquino
    • Helped Organize and did the draft speeches for Fmr. President Cory Aquino’s three mammoth Luneta Rallies: ‘Miting de Avance’ (February 1986), ‘Tagumpay ng Bayan’ – A Call for Civil Disobedience (February 1986), and ‘Misa ng Pasasalamat’ (March 1986). Also helped with the Anti Charter Change Luneta Rally (September 20, 1997), and Rosary Pilgrimage in Churches in the run-up to People Power II (October-December 2000).

1986-1993

  • Network general Manager & CEO, People’s Television Network, Inc. (PTV4)
    • Got PTV 4 its congressional corporate charter and seed capitalization
    • Won for PTV 4 the CMMA award for Best Station with Balanced Programming Three Years in a row
    • Managed PTV 4 for seven years without government subsidy
    • Negotiated a French government protocol giving PTV4 state of the art equipment from the ground up
    • Built a new building and transmission tower for PTV 4
  • Chairman of the Board & General Manager – CEO, LagunaLake Development Authority (LLDA)
    • Decreased fish pens from over 30,000 hectares to less than 10,000 from 1986-1987 to give small fishermen more fishing areas and allow the lake to recover from the excessive strain on its resources and carrying capacity.
    • Implemented environmental protection laws for the lake and its watershed. This resulted in first ever closure of a firm for violation of pollution laws in the Philippines, Rizal Cement in Binangonan. Many other violators were subsequently investigated and meted penalties from closure to severe fines.
  • Chair, Management Committee & CEO, Philippine Broadcasting Service, The Bureau of Broadcasts. (Radyo ng Bayan & all government radio stations)
    • Re-organized government radio making it more responsive and efficient.
  • Consultant, Radio Television Malacañang (RTVM)
    • Conceptualized and helped manage the weekly TV and radio program of Fmr. Presidnet Aquino originally titled Magtanong sa Pangulo
    • Assisted in planning, advanced party work, and management of the pooled media coverage for foreign trips of Fmr. President Aquino to the ASEAN countries, the United States of America, and Europe.

    • Assisted in planning provincial development agenda helping make Laguna one of the most prosperous provinces.
