Hon. Jesli A. Lapus is the epitome of excellence in versatility.
Prior to serving for three terms as a member of the Philippine
House of Representatives (1998-2007), Jesli was precautious
as a top professional manager in the private (Manufacturing,
Financial services and International Trade) and in the public
sector (Developmental Work and Rural Finance). Acknowledged
for his competency and advocacy, he moved from a lucrative
life in the private sector to distinguishedly serve in the
cabinets of two presidents (Aquino and Ramos).
A CPA, MBA, and DPA, Lapus was original core faculty of
the Asian Institute of Management's Masters in Development
Management Program. He has taught for many years at the
Ateneo de Manila University, Maryknoll College and has conducted
Executive Training Courses in Indonesia and Malaysia.
In Congress, Lapus exposed and streamlined the infamous
multi-billion peso automatic payroll deductions scheme at
the Department of Education which has adversely affected
the net take home pay of some 300,000 public school teachers.
This decades long practice is considered a major cause of
low teachers' morale and consequently, impacted directly
the quality of education in the Philippines. For this achievement,
Lapus was called a "Champion of Public School Teachers"
by teachers' associations.
A tri-media practitioner, Lapus was a columnist in major
dailies, hosted TV shows and has a regular weekly radio
program over a leading nationwide station.

MANAGEMENT PRACTICE
1. As the youngest (at 42 years) President and CEO of
the Land Bank of the Philippines (1992-1998), he steered
the bank from an obscure number 18 position to become the
3rd biggest in the banking industry and best performing
GFI. Lapus is considered the "father" of the Land
Bank Charter of 1995 which dramatically strengthened the
institution and of the most coveted national award for outstanding
cooperatives "Gawad Pitak".
2. Appointed Undersecretary, Department of Agrarian Reform
in 1987. Established the CARP Fund and set up the Support
Services Sector.
3. As the first Filipino and youngest (at 29 years old)
Managing Director of Triumph International (Phils) Inc.
(1979-1985), the multinational company became the biggest
operation of its kind in the world, making it the top RP
export producer and employer.
4. At 23 years old as the Chief Finance Officer (CFO) of
the Ramcar Group, Lapus engineered the celebrated acquisitions
and mergers in the battery industry which established the
erstwhile laggard Ramcar as the undisputed market leader
in the country.
5. At age 20, was Auditor-in-Charge of SGV & Co., CPA's
clients.
6. Dubbed "Management Whiz Kid in the Asean" by
the international magazine, Asian Finance.
ACADEME
1. Youngest recipient (at 29 years) of the highest AIM
alumnus award, The Triple A Award in 1980 for outstanding
achievements in the practice of Management.
2. Consistent dean's (top) list in college. Completed college
education in three years. Passed CPA Board exams at age
19.
POLITICS
* Set a record in Tarlac politics when he ran for reelection
as Congressman as an unopposed candidate in the 2004 elections.
* Installed to the Hall of Fame as Outstanding Legislator
for 5 consecutive years (2000-2004) by the Makati Graduate
School and Congress Magazine.
* As Chairman of the House Committee on Suffrage and Electoral
Reforms, sponsored the historical Overseas Absentee Voting
Law allowing overseas Filipinos to vote during the 2004
elections.
* Sponsored the WTO Safeguard Measures Laws in 1999.
* Principal author of inquiry and bills on Pre-Need Companies
beginning in 2000 which led to timely regulations at the
SEC prior to major corporate collapses.

* Bestowed the title Datu Bantugan V for invaluable service
to Mindanao
