Rep. Butch Abad, who is considered as one of the ablest members of the House of Representatives was elected in 1987 representing the Lone District of Batanes. He was re-elected in 1995, 1998 and 2001. He served as Secretary of Agrarian Reform during the Aquino Administration.
Although he came from a political family, Secretary Abad identified himself with the new breed of young, non-traditional politicians in the country. A freedom fighter who fought the Marcos dictatorship was a political detainee during Martial Law.
Abad finished high school, Bachelor of Science in Business Management, and Bachelor of Laws at the Ateneo de Manila University and passed the Bar Examination in 1985. A fellow of the Edward Mason Program in Public Policy and Management at the Kennedy School of Government in Harvard University in Cambridge, Massachusetts, Abad also holds a Masters in Public Administration degree.
A rural organizer during his college days Abad was also a union organizer/trainer, research director of the Ateneo Center for Social Policy and Public Affair, and a legal and management consultant to different local and foreign foundation. He was also the chairperson of the Council of Asian Liberals and Democrats and was the founding Chairman of the Party’s Youth wing, the Kabataang Liberal ng Pilipinas (KALIPI).
