Chari holds a Master's Degree (M.Sc.) in Social Policy and Planning in Developing Countries from the London School of Economics and Political Science, with specialization in Urbanization and Gender and Development. She graduated with a degree in B.S. Management and Business Administration from the University of Sto. Tomas. She also pursued an M.A. in Corporate Planning and Economic Research from the Center for Research and Communication and M.B.A. Executive Program from the U.E. Graduate School of Business.
She joined PMS in 1978 as a Supervising Presidential Staff Officer. She went on to head the Economic and Social Policy Units, and the Information Technology Office. A CESO I, she is now the Deputy Head of the PMS and oversees the President's Personnel Group Secretariat, the office which processes presidential appointments.

Malou is the untiring head of the Office for Regional Concerns. Full of zest and with passion for life, there are no dull moments when she is around.
Malou is a candidate for Masters in Business Administration (MBA) major in Marketing at the Ateneo Graduate School in Makati City and she was a cum laude graduate at the University of San Carlos in Cebu City with the degree of Bachelor of Arts in English with concentration in Secretarial Science. She was consistently in the Dean's List during her high school and college days.
She specializes in consultancy work on Human Resource Development and Training Administrative and Executive Assistants. She designed modules according to the needs of her clients in the private corporations.
Before joining PMS, as the Head of the Office for Regional Concerns (ORC), she served as Public Relations Officer at the Office of the General Manager of the Manila International Airport Authority and Appointments Secretary to the President. She was re-designated as Head of ORC and Advance Party of the President, a job where she can effectively and efficiently apply her PR and communication skills.
Born to bicolano parents but grew up in the province of Cebu, she is a seasoned traveller. She has toured around the Philippines, Asia, Australia, the Scandinavian country, and much of mainland Europe particularly France and Germany. Thus, it is not surprising to know that she is a linguist in her own right. She can fluently speak English, Swedish, Spanish, Cebuano, Bicolano, Ilongo and Waray language.
She is happily married to Mr. Jan O. Frostrom, a Swedish Engineer.
