Secretary Hermogenes Cendaña Esperon Jr. is the 16th head of the Presidential Management Staff (PMS).
Prior to his latest appointment, Sec. “Jun” Esperon was the Presidential Adviser on the Peace Process, the first civilian post he held after retiring from his military career as Chief of Staff of the Armed Forces of the Philippines (AFP) on May 18, 2008.
Aside from his military schooling in the Philippine Military Academy where he earned his Bachelor of Science Degree in 1974, he also finished the Integrated Service Attaché Course from the Foreign Service Institute and a Master’s Degree in Management from the Philippine Christian University. He also pursued a Masteral degree in Business Administration in the University of the Philippines, but his schooling was cut short when he was given an overseas assignment.
He has a very colorful and exciting public service career. He had his baptism of fire as a Platoon Leader of Bravo Company, 23rd Infantry Battalion in Lamitan, Basilan in 1974. He later on commanded the Bravo Company of 36th Infantry Battalion from 1975-76, operating as strike force of the Southwestern Command in Sulu-Basilan-Zamboanga.
In 1992, he became the Commander of the 30th Infantry Battalion in Tungao, Agusan Del Norte where he dismantled established New People’s Army (NPA) guerilla fronts. He volunteered as Intelligence Officer of the Southern Command in 1995 following the attack on Ipil, Zamboanga del Sur. In 1996, he was chosen to serve former President Fidel V. Ramos as the Deputy Commander of the Presidential Security Group (PSG), wherein he was also given the crucial task of ensuring the peaceful conduct of the Asia-Pacific Economic Cooperation (APEC) conference in the Philippines as the Commander of Task Force APEC. He eventually became the PSG Commander in 2002 during the early years of the presidency of Her Excellency President Gloria-Macapagal Arroyo.
He returned to Mindanao in 2000 as the 602nd Infantry Brigade Commander during the full offensive against the secessionists where he led government forces in capturing several major Moro Islamic Liberation Front (MILF) camps, including Camp Rajamudah in the Liguasan Marsh Complex. In the wake of the Dos Palmas kidnappings, he was pulled out from Cotabato in June 2001 to command the 103rd Infantry Brigade in Basilan. He was responsible for the recovery of most of the Dos Palmas hostages held by the Abu Sayyaf Group (ASG).
The challenges and difficulties of fighting in the frontlines have inspired him to come up with policies and programs promoting peace and security when he became the Deputy Chief of Staff for Operations, J3 in 2003. He supervised the completion of MNLF integration as part of the implementation of the 1996 Final Peace Agreement, and drafted the directive to operating troops to uphold the “Primacy of the GRP-MILF Peace Process”. In July 2004, he assumed command of the 7th Infantry (KAUGNAY) Division based in Nueva Ecija and later on led the Special Operations Command (SOCOM), Philippine Army, the First Echelon National Maneuver Force of the AFP.
In August 2005 he moved on to take the helm of the Philippine Army as its 47th Commanding General. In 2006, he was named as the 37th AFP Chief of Staff, and in that capacity, he continued with his earlier advocacies that were realized with the establishment of the AFP National Development Support Command (NDSC) and the AFP Human Rights Office (HRO). Tasked to promote development in the countryside, the AFP NDSC was envisioned to become a partner in peace and development. Meanwhile the AFP HRO was activated to strengthen existing internal mechanisms to protect human rights in the AFP. Also under his term as AFP Chief of Staff, the growth of CPP-NPA guerilla fronts was halted and the number of fronts was reduced from a peak of 107 to 83 through a strategy of combining combat operations with developmental activities. He also oversaw anti-ASG operations that led to the demise of Khadaffy Janjalani and other top ASG commanders.
Aside from his Presidential Merit Medal, Distinguished Service Stars, Gold Cross medals and other military awards, he also earned the PMA Cavalier Award, the Lagablab Award as an Outstanding Alumnus of the Philippine Science High School, the PMA Achievement Award, and the Philippine Legion of Honor Award Degree of Commander given by President Gloria Macapagal-Arroyo.
His valor did not go unnoticed by other foreign leaders, including the President of Indonesia and the King of Malaysia who gave him grand military awards for his meritorious service and achievements.
A native of Asingan, Pangasinan, Sec. Jun has seven children and is happily married to Dr. Lorna Valenzuela.
