Andy obtained his M.Sc. in International Political Economy in 1999 from the London School of Economics and Political Science (LSE) in London, England as a British Chevening Scholar. In 2001, he topped both the Management Aptitude Test Battery (MATB) given by the Career Executive Service Board and the Foreign Service Officers' (FSO) Examination of the Department of Foreign Affairs.
As a Lee Kuan Yew Fellowship awardee, he finished his second graduate degree in 2007 -- a Master’s in Public Management (MPM) -- from the Lee Kuan Yew (LKY) School of Public Policy, National University of Singapore (NUS) with a full-semester LKY Fellowship Program at the Kennedy School of Government (KSG), Harvard University in Cambridge, Massachusetts, USA.
Prior to all these, he obtained his B.S. Economics degree from the UP School of Economics in Diliman in 1990. That same year, he was chosen as a Japan Airlines (JAL) Scholar for studies in International Economics and Business at the Sophia University in Tokyo, Japan.
Andy has had a richly diverse professional experience both internationally and locally. He has served as a visiting research fellow at a Tokyo-based foreign policy think-tank and as an economic researcher in a multinational financial institution. He also served in various capacities at a state university, the Philippine legislature, a provincial government, and a rural development programme jointly implemented by the European Union, the Philippine Government and their partner NGOs.
He currently heads the Strategic Monitoring Group (SMG), which is responsible for the monitoring and evaluation of the President’s directives, and priority programs and projects; and in helping undertake proactive measures to ensure their effective implementation. |

Beth holds a Masteral Degree in Development Studies from the Institute of Social Studies, The Hague, Netherlands. She is an AB-English graduate of the University of the Philippines in Diliman and pursued an M.A. degree, also in U.P.
She entered PMS in April 1993. She headed the Social Policy Office, the Agricultural and Infrastructure Policy Office and the Office for Special Projects; and in concurrent capacity, had short stints as oversight official for OHRDO. A CESO II, she headed the Administrative Services Group and the Policy and Technical Services Cluster. She now heads the Policy Studies Group (PSG), which is primarily responsible for ensuring the provision of decision information to the Presidency; and undertaking research and analysis of, and providing recommendations on, proposed and existing policies and programs. As oversight official for all Policy Units of PMS (Agricultural and Infrastructure Policy Office; Governance Concerns Office; Macro-Economy and Political Concerns Office; and Social Policy Office), Beth ensures quality, harmony and synergy of work processes and outputs of the group.
Beth also acts as PMS coordinator for Career Executive Service matters.

A consistent honor student and scholar, Willy, a full-fledged lawyer, finished his L.LB. at the University of the Philippines in Diliman and earned his AB History and Political Science degree from De La Salle University in Manila. He took up post graduate studies in Advanced Management at the Australian Administrative Staff College at Mt. Eliza and in International Law and Organization for Development at the Institute for Social Studies, The Hague, in Netherlands. He also attended the Advance International Training Programme Comparative Seminar on Law and Development in Stockholm, Sweden. He is also a duly accredited Alternative Dispute Resolution (ADR) specialist.
Willy entered PMS in 1979 as Junior Presidential Staff Officer. Now a CESO II, he heads the Office for Legal Affairs, which renders legal advice, opinion and assistance to all PMS units; acts as legal counsel of the PMS and its staff in all court cases involving official business; and handles OP cases as may be deputized by the Office of the Solicitor General.
He sits as Chairman of the PMS Bids and Awards Committee, the PMS Provident Fund Board of Trustees, and the PMS Health Care Committee, among others. |
