Assistant Secretary FERDINAND B. CUI JR.

  Andy completed undergraduate studies in Economics and undertook graduate training in Public Administration at the University of the Philippines (UP) in Diliman. He later obtained an M.Sc. in International Political Economy from the London School of Economics and Political Science (LSE) as a British Chevening Scholar. In 2001, he topped both the Management Aptitude Test Battery given by the Career Executive Service Board and the Foreign Service Officers' Examination of the Department of Foreign Affairs.

Andy had previous stints with non-government organizations, a financial institution, a state university, the legislature, and a Japanese think tank. He entered PMS in August 2000. He now heads the Macroeconomy and Political Affairs Office, which primarily provides technical inputs and policy recommendations pertaining to national security, peace and order, macroeconomy, banking, and capital markets.

Assistant Secretary Jose Wilfrido S. Oca

  A consistent honor student and scholar, Willy, a full-fledged lawyer, finished his L.LB. at the University of the Philippines in Diliman and earned his AB History and Political Science degree from De La Salle University in Manila. He took up post graduate studies in Advanced Management at the Australian Administrative Staff College at Mt. Eliza and in International Law and Organization for Development at the Institute for Social Studies, The Hague, in Netherlands. He also attended the Advance International Training Programme Comparative Seminar on Law and Development in Stockholm, Sweden.

Willy entered PMS in 1979 as Junior Presidential Staff Officer.

Assistant Secretary ELIZABETH M. GONZALES

Beth holds a Masteral Degree in Development Studies from the Institute of Social Studies, The Hague, Netherlands. She is an AB-English graduate of the University of the Philippines in Diliman and pursued an M.A. degree, also in U.P.

She entered PMS in April 1993. She headed the Social Policy Office and the Office for Special Projects. A CESO III, she now heads the Agri-Industrial and Infrastructure Policy Office (APO), which primarily provides technical inputs on agriculture, agrarian reform, environment and natural resources, infrastructure, power and energy, transportation and communication, domestic trade and industry, tourism, science and technology.

Beth sits as the Assistant Secretary in charge of the Administrative Services Group and chairs the PMS Bids and Awards Committee, and Personnel Selection Board.
