Doris is a BS Business Administration [Major in Marketing] graduate of the University of the Philippines, Diliman, Quezon City. She obtained units in Masters in Business Administration at the Ateneo Graduate School of Business. She was recently sent to the Singapore Civil Service College to study Singapore’s public governance and administration.
A CESO IV, Doris rose from the ranks, starting as Presidential Staff Assistant when she joined PMS in 1981. She has been assigned to various units in PMS, serving as supervisor of the President’s Personnel Group Secretariat, Document Tracking System, Planning and Monitoring Unit, Social Programs and Policy Office, and National Programs Monitoring and Information Office. Doris was also Chief Action Officer of the KABISIG Kabuhayan Center, a one-stop-shop information center on government livelihood programs and projects.
She is presently the Deputy Head of the Administrative and Management Office, directly overseeing Physical Resources Management which covers Asset Management, Communications Services, Transportation, and General Services. |

Meng graduated with a degree in Bachelor of Arts in Economics at the Adamson University. Serving PMS for the past twenty years, she has been involved heavily in social development and project development.
At present, Meng is the Acting Head of the Project Monitoring Office, which monitors strategic infrastructure projects and helps ensure that these are completed on schedule and with the best standards of quality and timeliness. |

Tony is an Agricultural Engineer from the Central Luzon State University. He earned his Master's Degree in Technology Management from the University of the Philippines-Diliman.
Before joining PMS in 1991, Tony worked in several government institutions like the Technology and Livelihood Resource Center (TLRC), Ministry of Human Settlements (MHS) and the National Irrigation Administration (NIA). He has undertaken technical trainings in Cattle Production and Farm Management and Forestry Management both in Japan.
Tony was part of the PMS's Integrated Livelihood Rehabilitation Program for Earthquake Victims [of the July 1990 earthquake] and the 1991 Mt. Pinatubo eruption victims as field coordinator. He also worked in various policy units of PMS. Today, Tony is the Acting Head of the Super Regional Development Concerns Office (SDCO), which assists the five super regional development champions in undertaking their mandate, tracks super regional development issues requiring Presidential intervention, and undertakes proactive measures to help realize the respective development themes of the five super regions. He is the PMS focal person for the North Luzon Agribusiness Quadrangle (NLAQ) Super Region. |
Assistant Director PERLITA M. BANDAYANON

Pearly holds a Masteral Degree in Management Major in Public Administration from the Philippine Christian University. She earned her AB- Economics Degree from the University of Mindanao, where she was also given a Service Award in1985.
She entered PMS in 1988 as Senior Utility Aide and became Presidential Staff Officer. Today, as Deputy Head of the Office for Regional Concerns, Pearly assists the Undersecretary for Presidential Events in the overall management of Presidential events and regional concerns. Among other functions, Pearly serves as ORC Desk Officer for Mindanao, and the ORC official in charge of the management of Presidential engagements, conduct of environmental scanning, and monitoring of priority programs and projects.
Pearly is a granddaughter of the most feared “Bagani” – a warrior of the Mandaya Tribe.

Assistant Director RANDOLPH A. PASCASIO

Randy is among the top 15 of the 2003 Bar Examinations. He finished his law degree from the San Beda College after earning his Degree in Bachelor of Science in Psychology from the Pamantasan ng Lungsod ng Maynila as Cum Laude.
He entered PMS in December 1996 as Presidential Staff Officer I and rose from the ranks. So far the youngest presidential appointee in OP-PMS, Randy assists the Head, Office for Legal Affairs (OLA) in the management of the office, leads the PMS-Bids and Awards Committee Secretariat, and represents the OLA in the OP-Search Committee Meetings. He is part of the secretariat of the Committee of Peers, chaired by the PMS Secretary, which is tasked to review cases and complaints lodged against members of the Cabinet; and processes the promotional folders of PNP officials.
Randy is also a part-time law professor at the San Beda College and a legal consultant of the Komisyon ng Wikang Filipino. |
Assistant Director Fernando R. de Villa, Jr

| Ding holds a Master’s Degree in Industrial Relations, with specialization in Human Resource Development from the University of the Philippines-Diliman where he also graduated with a degree in B.S. Fisheries major in Business Management. He completed the Fishery Cooperative Course in Yokosuka, Kanagawa-ken, Japan.
He joined PMS in 1994 as Training Specialist V and Chief of the Human Resource Management Group, now the Organizational and Human Resources Development Office (OHRDO). As the current Acting Head of OHRDO, he leads the office in managing the recruitment, training, promotion and career development of PMS officials and staff. The PMS Youth Internship Program (YIP) and Student Volunteer Program (SVP) are also handled by OHRDO.
Ding had previous stints with the former Ministry of Human Settlements and the Philippine Human Resources Development Center. |

Toti is a BS-Business Management Graduate of the University of the Philippines-College Cebu. She is a candidate for a Master's Degree in Public Administration [Major in Public Policy] at the University of the Philippines, Diliman, Quezon City.
Toti, a CESO VI, joined PMS in 1981 as Senior Presidential Staff Assistant and since then has been involved with various operating units of PMS, such as those for regional operations, policy evaluation, program management, program and project monitoring, and conference management. Toti is now the Acting Head of the Cabinet Secretariat, which provides technical and/or conference management/logistics support services to the Cabinet and other high-level meetings of the President, Executive Secretary and the Cabinet Secretary.
She also chairs the PMS Disposal Committee and the Records Management and Improvement Committee. |

Susan is an AB Economics graduate of the University of the Philippines. She earned her Master's Degree in Public Policy from the Australian National University, Canberra, Australia.
Before joining PMS in 1989, Susan had worked in several government institutions like the National Economic and Development Authority (NEDA), the Metropolitan Manila Commission (now the Metropolitan Manila Development Authority), and the Philippine Information Agency. She was formerly the Deputy Head, Social Policy Office (SPO) and Acting Head, Macro-Economy and Political Affairs Office (MPO)
Susan has attended various local and international trainings, among which is the “Trade and Investment Promotion for Asean Countries” in Singapore and the “Summer Seminar on Population” in Honolulu, Hawaii.
A CESO IV, Susan is currently the Acting Head of the President’s Personnel Group Secretariat, which provides technical and administrative support services to the Office of the President (OP) Search Committee in the processing of Presidential appointments and other related matters. |

Grace finished her Master of Arts Degree in Economics from the Universiteit te Leuven, Belgium. She joined PMS in 1986 as Presidential Staff Officer under the Economic Policy Programs Evaluation Office [EPPEO]. Since then, she has spent most of her career in PMS doing policy work.
Grace is currently the Acting Head of the Macro-Economy and Political Concerns Office [MPO]. |

Libby is an AB English graduate from the Mindanao State University (MSU) and has completed academic requirements for Masters in Comparative Literature at the University of the Philippines (UP), Diliman. She has also obtained 16 units in Masters in Business Administration at the Ateneo de Manila University in Makati City. She is a recipient of MSU Faculty Development Grants to UP Diliman (1971-1973) and the Asian Institute of Management (AIM) Basic Management Program 1978.
A multi-lingual person, Libby can proficiently speak and write in English, Tagalog, Cebuano and Hiligaynon, and can understand a little of Spanish, Tausug and Ilokano.
Libby first joined the Office of the President (OP) in 1989 as a Technical Assistant. She presently heads the Speech Writing Office (SWO), a post she has held since 2005. SWO prepares draft speeches for the President.
