GUIDE IN THE USE OF TEMPLATE FOR PRESIDENTIAL ISSUES
The issue template was designed to facilitate the processing of issues by providing PMS with essential information, which shall serve as bases for the formulation/implementation of an appropriate Executive action, subject to the President's consideration/approval.
Specifically, the template specifies the information required to adequately begin staff work on the issue being raised, to wit:
- Issue - shall refer to the proposed concern, concisely stated, preferably not more than 20 words, to be elevated to the President's attention.
- Background/Status - shall refer to information/data that have bearing on the issue being raised, e.g., pertinent laws, issuances and/or Presidential policy pronouncements, recent actions taken by concerned institutions regarding the issue, estimated cost, et al. Information may also include the rationale justifying the need for Presidential intervention.
- Proponent - shall refer to the person/organization/institution elevating the concern to the President's attention. Information shall include other relevant information such as contact person, designation, institution represented and contact number/s to facilitate clarification and further coordination, when necessary.
- Requested Presidential Action - shall refer to the Presidential intervention being proposed by the proponent.
- Agency concerned (optional) - shall refer to the institution/s that can address the issue being raised.
Properly accomplished templates may be submitted to the Regional Development Council of a particular region at least one month before the scheduled RDC meeting. The respective RDC shall be responsible for transmitting the accomplished issue templates to PMS.
