  • The Office of the President-Presidential Management Staff, through its Bids and Awards Committee (BAC), invites the following Government Electronic Procurement System (G-EPS) registered security service providers to bid for the negotiated procurement of the hereunder project pursuant to Section 53 (a) of Republic Act No. 9184:


    (a) Maximum Security and Services Corporation
    (b) Sigma Security Services, Inc.
    (c) Lockheed Detective & Watchman Agency, Inc.
    (d) Ultra Security Services, Inc.

    Prospective bidders should have experience in undertaking a similar project within the last three (3) years with the value of the largest single contract at least fifty percent (50%) of the approved budget of the project for bidding, and have key personnel and equipment (owned, lease or under purchase) available for the prosecution thereof. They should also have their Income Tax Returns (ITRs) duly filed through the Bureau of Internal Revenue's Electronic Filing and Payment System (EFPS) for the FYs 2005 and 2006, in accordance with Executive Order No. 398, series of 2006, and its Implementing Rules and Regulations (IRR).

    No Audit Program
    The proposal of Senate President Drilon (for an audit-free taxpaying) is well taken. Today, I am issuing Executive Order 399 exempting taxpayers who will pay 25 percent above their current income tax payments from official audits and investigations, even as we shall continue to fully and uncompromisingly sanction tax evaders. This voluntary program shall be effective for five years.
