PMS Culture

It has been said that good corporate cultures are characterized by norms and values supportive of, among other things, excellence, teamwork, pride in one's work, commitment to the organization and most of all, adaptability.

PMS is fortunate to possess such a culture-a culture that ties everybody in the organization to work together, that they may efficiently and effectively serve their all-important client: the President.

The PMS culture has been cultivated and nourished through the years such that today, its hallmarks are: a high level of competence; a deep sense of professionalism; unfaltering, reliability and single-minded dedication; teamplay; a vision of stability; and a passion for anonymity.


High level of competence.

PMS is made up of a multi-disciplinary staff that enables it to be more responsive to the multifarious tasks it handles for the President. PMS officials and staff are alumni of some of the finest schools and educational institutions here and abroad whose expertise cover the fields of public administration, economics, foreign service, business administration, social sciences, political science, law, and mass communications, among others.


Deep sense of professionalism.

In PMS, professionalism is equated with willingness to serve the President and the continuing quest for excellence. And for PMS, there is no room for partisanship. PMS serves, to the best of its abilities, not the man but the office called the Presidency - an office which demands technical support with only the highest level of information processing and analysis and the broadest coordination and sharing of resources.

Amid pressure, scarcity of resources, and even national crises, PMS is always able to rely on its capacity to invigorate itself and renew its strength to fulfill its mission of service.


Unfaltering reliability an single-minded dedication.

For PMS officials and staff, there is no backing down despite the demands of the work on their time and energy. The PMS employee is one who willingly renders work beyond regular office hours, through nights and weekends and even holidays, just to complete a task on time.

The whole organization operates on an "on call" basis to respond to any urgent task that comes its way, anytime, day or night. To ensure this, PMS runs, on a round-the-clock basis, a Communications Center, linking the various PMS operating units / members through telecommunications.


Team play.

Every output is treated as a PMS output. And every output is a product of shared efforts of everyone concerned.

Where the task at hand requires various levels of skills and competencies, PMS people are pooled to form a team that will finish the job in the most timely, efficient and effective manner.


Vision of stability.

PMS is so designed such that no matter what happens, the organization remains stabilized-that is, PMS is able to perform responsively and responsibly under any situation, under any leadership.

With each change in the national leadership, the PMS organization adapts to new demands for an efficient, effective technical staff support for the President. With each change, PMS keeps a positive view of things and remains steadfast in pursuing its purpose of keeping the PMS organization relevant, always and at all costs.


Passion for anonymity.

It does not matter whether the President knows or not who did the legwork for an output, or that the public does not even know that there is a PMS which is the workhorse of the President. What matters to PMS is that the job is done in the manner, form and substance suited to the highest official of the land.
