GETS GREATER AUTONOMY—President Gloria Macapagal-Arroyo delivers a short speech before she signed into law the UP Charter of 2008 in the presence of some congressmen led by Speaker Prospero Nograles and Sens. Francis Pangilinan, Edgardo Angara, Miguel Zubiri and U.P. Cebu Dean Enrigue Avila. Now to be known as R.A. No. 9500, the new charter gives U.P. greater autonomy and allocation of P500 million to be released over five years.
